ANIMAL HOSPITAL OPERATION DIRECTIVE
PART ONE
Purpose, Scope, Basis and Definitions
PURPOSE
ARTICLE 1 – (1) The purpose of this directive is to provide modern and reliable health services based on scientific ethical values for patients brought to Fırat University Veterinary Faculty Animal Hospital for examination, diagnosis and treatment, in return for a fee, and to determine the working and service principles related to Veterinary Health services, as well as to prepare an environment for education, training, research and applications in all areas, and to establish a hospital management that will ensure that services are carried out fully, in high quality and efficiently by cooperating with Fırat University Veterinary Faculty, other Faculties, Institutes, Colleges, Research Centers and other units within the University that provide services in the field of Animal Husbandry.
SCOPE
ARTICLE 2 – (1) This directive; It covers the provisions regarding the working purposes, duties of the management bodies and working methods of the Animal Hospital affiliated to the Faculty of Veterinary Medicine of Fırat University. All units in the hospital are obliged to;
Provide education, training, research internship and applications in areas related to animal health,
Carry out examination, examination, diagnosis and treatment of animals brought to the hospital in return for a fee,
Provide project and consultancy services in all areas related to animal health in return for a fee.
Develop joint projects and organize protocols with relevant institutions on animal health and welfare at regional and national levels.

ARTICLE 3 - (1) This Directive has been prepared in accordance with the provisions of the "Animal Hospitals Regulation" published in the Official Gazette dated 21.12.2011 and numbered 28149; Higher Education Law numbered 2547, Veterinary Services, Plant Health and Feed Law, Animal Hospitals Regulation.

Hospital Management Bodies and Duties
MANAGEMENT BODIES OF ANIMAL HOSPITAL
ARTICLE 5 - (1) The management bodies of Firat University Faculty of Veterinary Medicine Animal Hospital are as follows:
a) Animal Hospital Management Board
b) Chief Physician
c)Animal Hospital Revolving Fund Operation Unit
Animal Hospital Management Board
ARTICLE 6 - (1) It is the authorized board for the execution of Animal Hospital services. The Board consists of the following members:
a) Chairman of the Board of Directors (also the Chief Physician)
b) Deputy Chief Physicians
c) Deputy Dean assigned by the Dean
d) One (four in total) Faculty Member from each of the Departments of the Clinical Sciences Department, elected by the decision of the Academic Board of the relevant Department
e) Hospital Director
ARTICLE 7 - (1) The Hospital Board of Directors shall meet at least 2 (two) times a year with the absolute majority of the total number of members upon the invitation of the Chief Physician or in extraordinary cases as deemed appropriate by the Dean or Chief Physician. The Chief Physician shall chair the meetings. The Dean may attend this meeting if he/she wishes. In the event that the Dean attends the meeting, the Dean shall chair the board. The secretariat of the Board shall be carried out by the Hospital Director. The meetings shall be held with the absolute majority of the total number of members and decisions shall be taken by majority vote. All members have the right to vote. In the event of a tie in votes, the decision shall be deemed to have been taken in favor of the President's vote.
Duties of the Animal Hospital Board of Directors
ARTICLE 8 - (1) The Hospital Board of Directors is the implementing body. In light of the laws and regulations regarding the hospital, it takes and implements all decisions necessary for the efficient and orderly management and operation of the hospital. Its duties:
a) It ensures the layout plans and coordination of common use areas for the rational operation of the clinical and laboratory units, administrative units and newly established units operating in the Animal Hospital.
b) It prepares the allocation, staff needs and budget of the animal hospital for each fiscal year, together with its justification, and submits it to the Dean's Office.
c) The Board of Directors discusses and inspects the work reports and statistical data prepared by the Animal Hospital Chief Physician, director or the relevant directorates and committees according to the agenda.
d) It ensures the preparation of internal service instructions to regulate all activities of the Animal Hospital and submits them for the implementation of the Chief Physician.
e) It determines the examination, laboratory, treatment and hospitalization fees in line with the opinions received from the Departments.
f) It prepares the hospital's development plans and determines investment priorities.
g) Performs other duties assigned by the Law and Regulations.
Chief Physician
ARTICLE 9 - (1) The Chief Physician is assigned by the Rector for a period of 3 (three) years from among the Faculty Members of Clinical Sciences of the Faculty of Veterinary Medicine, from among 3 (three) candidates (professors) to be proposed by the Dean. The Chief Physician whose term has expired may be reassigned or his/her duty may be terminated before the end of his/her term. The Chief Physician selects a maximum of 3 (three) faculty members from among the faculty members working in the clinical sciences of the Faculty of Veterinary Medicine as his/her assistants and submits them to the approval of the Dean. Deputy Chief Physicians assist the Chief Physician in carrying out the Chief Physician services in accordance with the delegation of authority to be made by the Chief Physician. When the Chief Physician is not on duty, one of these assistants shall act as the Chief Physician upon the proposal of the Chief Physician and the approval of the Dean. If the acting duty lasts more than 6 (six) months, a new Chief Physician is assigned. The term of the Deputy Chief Physicians ends with the term of the Chief Physician who proposed them.
Duties of the Chief Physician
ARTICLE 10 - (1) Duties of the Chief Physician;
a) The Chief Physician manages the hospital services in accordance with the decisions of the Animal Hospital Board of Directors and in accordance with the current laws, statutes and regulations.
b) Takes the necessary measures for the development of the Animal Hospital and makes the necessary arrangements. Prepares or has the plans prepared and brings them to the Hospital Board of Directors.
c) Manages, supervises and monitors all hospital personnel affiliated with the Animal Hospital, including administrative, health and technical personnel.
d) Determines the employment, working order, shift, uniform, discipline, evaluation of achievements and promotion principles of service personnel within the provisions of the legislation.
e) Ensures the coordination of services in various veterinary health areas. Makes the necessary arrangements to make the best use of clinics, polyclinics, emergency services and laboratories.
f) Determines the principles regarding the food and ration of hospitalized animal patients and takes the necessary measures for their implementation.
g) Creates emergency, emergency, shift and working arrangements regarding hospital services.
g) Determines the principles regarding cleaning, repair, maintenance, reception, safety and technical services of the Animal Hospital.
h) Takes the necessary decisions for the regular operation of the patient file archive.
ı) Presents the hospital's budget and staff needs and budget-related suggestions to the Hospital Board of Directors with justifications.
i) Determines and provides all kinds of consumables, medicines, serums, chemicals, etc. that the hospital needs.
J) Ensures the preparation of monthly rotation lists for academic and administrative personnel (lecturers, research assistants, permanent veterinarians, veterinary health technicians and other administrative personnel needed) on duty and as callers in the hospital's emergency unit. Creates the list of academic personnel to be assigned in emergencies outside the hospital. Makes all other arrangements regarding the patient's emergency unit.
k) Ensures that students deemed appropriate by the Internship and Exemption Committee of the Faculty of Veterinary Medicine do their internships in the hospital.
l) Ensures that mobile clinic and ambulance services are carried out.
m) Takes precautions against health risks for students and staff in clinical practices.
n) Supervises the sterilization unit and laundry.
o) Ensures that animal hospital services are carried out on behalf of the Chief Physician by the Hospital On-Duty Administrator and/or assistant chief physicians outside of legal working hours and on holidays.
ö) Supervises the duties of the Animal Hospital Revolving Fund Operation Unit and ensures that the revolving fund unit operates in accordance with the laws and regulations.
p) Ensures that medical waste is controlled and takes the necessary measures against the harmful effects of medical waste.
r) The Chief Physician is directly responsible to the Dean in the execution of activities within his/her area of responsibility.
s) Performs other duties assigned by the Hospital Board of Directors.
Diagnostic Laboratory Manager
ARTICLE 11 - The person responsible to the Chief Physician for the regular operation and coordination of the diagnostic laboratories in the Animal Hospital.
Animal Hospital Director and Assistant Directors
ARTICLE 12 - (1) Personnel who are graduates of at least 4-year faculties or colleges that provide education in the fields of Veterinary health management, business, economics, accounting, finance, public administration, law or health are assigned to the Animal Hospital. Other requirements are not required for those who have received undergraduate education in the specified fields and doctorate education in health management. The hospital director is responsible to the Chief Physician. The director may assign two assistant directors to the hospital with the approval of the Chief Physician.
Animal Hospital Director, Assistant Directors' Duties, Authorities and Responsibilities
ARTICLE 13: Animal Hospital Director, Assistant Directors' Duties, Authorities and Responsibilities
a) Determines the necessary needs in a timely manner to ensure the efficient operation of the Animal Hospital, investigates the ways to provide them and takes measures by providing the necessary coordination. Supervises the preparation and implementation of in-service training programs.
b) Ensures that correspondence, records and files are done in accordance with the procedure.
c) Performs the duties assigned by the issuing authority in accordance with the provisions of the Public Procurement Law.
d) Ensures that laws, statutes and regulations are implemented in hospitals.
e) Determines the needs for necessary human resources to ensure the efficient operation of the hospital, investigates the ways of providing them and takes measures by ensuring the necessary coordination.
f) Arranges the annual leaves of the working personnel, monitors the personnel's personal rights and attendance to work, prepares statistical information and work schedules.
g) Ensures that in-service training programs are prepared and implemented.
h) Ensures that correspondence is done in accordance with the procedure and that records and files are kept in accordance with the procedure.
j) Organizes meetings with the personnel and ensures coordination in the services they are related to.
k) Ensures and supervises that the personnel's attire and behavior during their duties comply with the legislation and orders.
l) Takes the necessary measures to carry out the work of personnel who cannot come to their duties due to urgent reasons, assigns other personnel in their place and divides the work.
m) Closely monitors storage, warehouse and warehouse exit services and ensures that they are carried out in accordance with the legislation.
n) Prepares the hospital budget.
o) Ensures that the relevant persons carry out the works such as equipment, materials and building repairs in various units of the hospitals on time.
ö) Ensures that the necessary safety measures are taken in accordance with the provisions of the legislation in the institution.
p) Performs other duties assigned by the Chief Physician.
Management bodies of the Animal Hospital Revolving Fund Operation Unit
ARTICLE 14: The Board of Directors of the Animal Hospital Revolving Fund Operation consists of the Chief Physician of the Animal Hospital, the relevant Deputy Chief Physician, the Director of the Animal Hospital, the Treasurer Trustee, the Purchasing Officer, the Pharmacy Officer and the Movable Registration and Control Officer.
Animal Hospital Revolving Fund Operation Unit duties, authorities and responsibilities
ARTICLE 15: a) To carry out the administrative, financial and technical affairs of the enterprise in accordance with the law, bylaw, regulation, directive, work programs, budget principles and business principles,
b) To organize, monitor and supervise the duties of the officers assigned or assigned to the Revolving Fund cadres and the workers recruited to the enterprise within the principles of division of labor,
c) To propose the appointments of the Revolving Fund officers and to carry out the works related to the recruitment, dismissal of workers to the enterprise and the personal rights of the workers,
d) To ensure that the work programs and budget drafts of the enterprise are prepared on time,
e) To take the necessary measures to ensure that the living and non-living fixed assets and materials are used, stored and protected in a good manner,
f) To ensure that the movable registration works are carried out in accordance with the procedure, to carry out the necessary inspections,
g) To carry out the duties assigned by the chief physician of the animal hospital,
h) To organize all kinds of works in the units affiliated to them, to ensure that the works are carried out without any problems, to to inform the Business Manager about developments in a timely manner,
ı) To prepare forms, develop schedules, prepare proposals and draft reports in order to ensure that the work in the units under their command is carried out quickly and on time.
i) To ensure that the work programs and budget proposals of the units under their command are prepared on time and submitted to the Business Manager,
k) To ensure the coordination of all kinds of purchase and sale transactions of the units under their command, to prepare the draft profit distribution schedules regarding the personnel contributing to the revolving fund in the units under their command within the scope of the Profit Share Distribution Directive approved by the authorized boards of our University and to submit them to the Hospital Chief Physician,
l) To ensure that the administrative, financial and technical works are carried out in accordance with the relevant legislation in the operation of the Animal Hospital Revolving Fund Business Unit.

Miscellaneous and Final Provisions
Personnel requirement
ARTICLE 16 – (1) The academic, technical and administrative personnel requirement of the Chief Physician shall be met by the personnel to be assigned by the Rector in accordance with Article 13 of Law No. 2547.
ARTICLE 17 – Hospital Clinical Departments

The heads of the departments mentioned above, which operate in the hospital, are responsible to the chief physician for all matters related to the execution of the Animal Hospital services.
Spending authority
ARTICLE 18 – (1) The spending authority of the Animal Hospital Revolving Fund Operation Unit is the Chief Physician.
Enforcement
ARTICLE 19 – (1) This Directive shall enter into force upon its approval by the University Senate.
Execution
ARTICLE 20 – (1) The Dean shall execute the provisions of this Directive.
